The evolution of the structured reception of drawn commentary within the Grand Duchy of Luxembourg is closely linked to regional initiatives in the northern part of the country. The origin of this movement is located in the village of Lellingen, where an open-air art festival held during the National Day formed the preliminary stage for the public presentation of spontaneous pictorial works. Under the significant impulse of Charel Schmitt, the Kiischpelter Cartoonale emerged in parallel, bundling the creative forces of national artists. On 13 March 1997, the formal foundation of the corresponding non-profit association took place, taking over the exhibition and publication activities previously funded by the local Syndicat d’initiative. A formal convention dated 17 February 1997 regulated this structural transition, before the renaming into the current association name CartoonArt.lu was completed on 27 February 2009, alongside the relocation of the headquarters to Vianden Castle.
With the relocation of the headquarters, the organization expanded its operational reach through strategic cooperations on both national and international levels. The association with Florin Balaban, a prominent press cartoonist and initiator of the International Salon of Caricature, enabled a close institutional link with the Museum of Caricature and Cartoon in Vianden. Within this expanded framework, the analysis of visual satire underwent lasting professionalization, as the research and archiving of the genre could now operate on a reliable administrative foundation. Significant impulses were provided by early pioneering research, notably conducted by Pol Tousch in his capacity as a permanent board member. The publication practice manifests in thematic collective works such as the anthologies „Humoristic Luxembourg, Branded Nation and 60 Illustrators“ which document the subtle nuances of country specific visual satire.
The teleological orientation of the professional association extends far beyond the mere preservation of historical documents and actively intervenes in contemporary social discourse. Historically, the early phase was already inspired by committed publications such as „Cartoons contra Cattenom“ which were later followed by „Cartoons contra Racism“. These thematic focal points underpin the function of graphic literature as a seismograph of social areas of tension and as an instrument for defending freedom of expression. Through targeted curation and the organization of cross border symposia, visual literacy is trained. The analytical activity strengthens the ability of recipients to deconstruct complex visual messages and ironic exaggerations within a digitalized media landscape.
